Update french translations and fix typo

A PR to add translations of the recent changes and remove a duplicate caused by a wrong typo :

• Deleted a duplicate with the wrong typo Romaing introduced in Add English names for missing location name entries and missing Kitakami and Blueberry locations #1233
• Added encounter conditions 11->14 introduced in Johto Safari Zone, fix encounters/methods, roaming Pokemon and new encounters #738 and Add missing special encounters gens 3-5 #1189
• Translated encounter methods 38->43 introduced in feat(Encounters): Add Let's Go Pikachu/Eevee to Encounters CSV #1383
• Translated French Mega forms from ZA introduced in Add English names for new PLZA mega evolutions #1371

A PokeAPI/api-data refresh has started. In ~45 minutes the staging branch of PokeAPI/api-data will be pushed with the new generated data.

The staging branch will be deployed in our staging environment and the entire API will be ready to review.

A Pull Request (master<-staging) will be also created at PokeAPI/api-data and assigned to the PokeAPI Core team to be reviewed. If approved and merged new data will soon be available worldwide at pokeapi.co.

The Pull Request can be seen deployed in our staging environment when CircleCI deploy will be finished (check the start time of the last build).
