RSE Updates

Changes from FRLG added into the RSE programs.

• Video cropping with device selection in settings.
• Redrawn and improved battle dialog boxes (tested with Japanese and English.)
• Shiny sound is the same as FRLG so it now uses the higher quality sound files from there. (Shiny sound in resources folder for RSE can be deleted.) Shiny sound thresholds adjusted for this.
• Shiny Requires Audio text added.
• Remove tick precise controller restrictions.
• Take video on shiny and Go Home When Done options added to programs.
• Error counting and notifications added to programs.
• Tried to account for the games potentially loading faster on the Switch in general.
