Deal with Oregon rebate tests

In the `to_be_refactored` test folder, there's a file that contains a few tests of an Oregon rebate proposal. These tests run to 10 minutes in length, or 33% of the total test suite runtime. These should be dealt with. I'd advocate removing them, as I think they are duplicative of testing in `-us` and they test a rebate that is no longer new or noteworthy, thus not run all that often.
