Temporarily downgrade to Claude 3.5 Sonnet

Around the meeting with No. 10, we should try downgrading to Claude 3.5 Sonnet to see if we can temporarily eliminate PolicyEngine/policyengine-app#2583 and PolicyEngine/policyengine-app#2584, then re-upgrade and address in future.

Happy to do so, but as I'm digging through PolicyEngine/policyengine-app#2583, I do not think downgrading will fix white-screening.
