Improve demographic imputation for Scotland and Northern Ireland

Our current approach assumes Scotland and Northern Ireland have the same age distribution as England and Wales, which we know isn't accurate - for example, Scotland has an older population than England. We should research country-specific demographic data sources and update fill_missing_age_demographics.py to use more accurate assumptions for each country.
