Coordinate local H5 publishing with typed catalog requests

Summary

Implement Stage 4 PR 9 for local H5 publishing by moving coordinator work enumeration onto typed catalog requests.

Scope

• Define the regional release-shape through USAreaCatalog.
• Query target congressional districts from the staged target database.
• Send typed request payloads to local H5 workers.
• Normalize worker responses before coordinator error handling.
• Add tests for catalog enumeration, partitioning, worker-response normalization, and the default coordinator request-enumeration path.

Validation

• Unit and integration coverage should prove the coordinator default path and compatibility override path.
• Existing quality guards and lint should pass.
