Summary

add tests for creating database tables with sample strata and targets
check uniqueness of Stratum definition hash
verify initial strata creation with mocked UCGID hierarchy
document usage of pytest's monkeypatch fixture and relocate tests into package's test suite

Testing

pip install -e .[dev] (fails: Could not find a version that satisfies the requirement setuptools>=45)
pytest policyengine_us_data/tests/test_database.py -q (fails: ModuleNotFoundError: No module named 'policyengine_core')
