Fix VA TANF max payment cap scaling and enhance references

Summary

The VA TANF max reimbursable payment cap was not being scaled by standard_multiplier, causing underpayment for large families in post-2020 simulations. Additionally, several parameter files had reference quality issues (wrong page numbers, missing citations).

Changes (PR #7501)

Bug Fix

• Max reimbursable payment cap in va_tanf.py now multiplied by standard_multiplier, matching how grant/need standards are scaled

Reference Improvements

• Fixed 2 wrong PDF page numbers (Group III files citing Group II page)
• Added 4 missing budget amendment citations to standard_multiplier.yaml (2016, 2019, 2020, 2021)
• Added missing federal citation (45 CFR 233.20(a)(11)(i)(B)) to dependent_care/full_time.yaml

Verification

• All 23 parameter values verified against VA DSS TANF Manual (Transmittals 68 and 71)
• Multiplier architecture confirmed correct across all 8 enacted increases (2016-2023)
• 104 tests pass including 4 new cap tests
