Description
Summary
The VA TANF max reimbursable payment cap was not being scaled by standard_multiplier, causing underpayment for large families in post-2020 simulations. Additionally, several parameter files had reference quality issues (wrong page numbers, missing citations).
Changes (PR #7501)
Bug Fix
- Max reimbursable payment cap in
va_tanf.pynow multiplied bystandard_multiplier, matching how grant/need standards are scaled
Reference Improvements
- Fixed 2 wrong PDF page numbers (Group III files citing Group II page)
- Added 4 missing budget amendment citations to
standard_multiplier.yaml(2016, 2019, 2020, 2021) - Added missing federal citation (45 CFR 233.20(a)(11)(i)(B)) to
dependent_care/full_time.yaml
Verification
- All 23 parameter values verified against VA DSS TANF Manual (Transmittals 68 and 71)
- Multiplier architecture confirmed correct across all 8 enacted increases (2016-2023)
- 104 tests pass including 4 new cap tests
