Medicaid CE: model SNAP and TANF work-compliance pass-through

CMS guidance and H.R. 1 include a path for Medicaid community engagement compliance through other program work-requirement determinations, especially SNAP and TANF.

Scope:

• Inventory existing SNAP and TANF work-requirement variables that can be reused.
• Decide whether Medicaid should read person-level or unit-level SNAP/TANF determinations.
• Add a Medicaid-specific pass-through variable, likely separate from direct work hours and exemptions.
• Add tests for SNAP-only, TANF-only, and no-pass-through cases.

Notes:

• Avoid depending on the current SNAP household-wide bug tracked in SNAP work requirements applied as household-wide disqualification instead of per-person exclusion #8139 until that is resolved.
• This should not solve the six-month application or renewal lookback logic; it can expose the monthly or annual compliance primitive that a later review-period variable consumes.
