Revert NY pre-TCJA itemized deductions

Reverts the accidentally merged PR #7250. The NY pre-TCJA itemized deductions implementation will be re-submitted as a proper PR for review.

What was reverted

• ny_salt_deduction - NY-specific uncapped SALT deduction
• ny_misc_deduction - NY-specific miscellaneous deduction
• ny_casualty_loss_deduction - NY-specific casualty loss deduction
• Updates to ny_itemized_deductions_max
• Associated test files

Next steps

After this revert is merged, I will re-create PR #7250 properly from the ny-pre-tcja-deductions branch for proper review.
