Fuzzer Improvements

Goal is to find 10 potential breakpoints in the Loom end-to-end compilation pipeline, all caused by 10 different underlying issues.

@SihaoLiu, the following file details the first 13 discovered bugs in the compiler. 12 of them occurred in the cf -> scf stage, and one of them was a linker/driver issue.
