These changes consist of the initial CI build based on PSPackageProject, along with the initial outlines of the six Microsoft.PowerShell.SecretsManagement module cmdlets.
The code builds and the module contains the public cmdlets, however the cmdlets are not yet functional and no tests have been written yet.
