`Turtle.get_WEBP`

This one is a little wild.  Since we have exposed the Turtle moves into a canvas, we can save that canvas as a WEBP.  The only catch is we will need a chromium browser to render this in headless mode.  On the bright side, most computers have browsers, and chromium is already present in many CI/CD environments.
