Should Maledict ability of Council of Demons get triggered by Quillspray ability of Quillboar?

Maledict description:

Whenever this tower damages a unit, it has a 20% chance to increase the damage that unit receives from spells by 20% for 5 seconds. Every time the buffed unit is targeted by a spell this tower deals additional spell damage equal to 3 times the caster goldcost to it.

Quillspray description:

This tower deals 30% of its attack damage as physical damage to every unit in 800 range around it. A creep hit by a Quillspray receives 11% more damage than it did from the previous Quillspray, if hit again within 1.5 seconds. This effect stacks up to 40 times.

I did an experiment in original youtd to find this out. I built Council of Demons next to Quillboar Painbringer (tier 2). Then I checked "Best hit" stat of Council of Demons.

Possible results:

• If Maledict ability is triggered by Quillspray, then Council of Demons would deal 3 times the cost of Quilboar tower (1700 * 3 = 5100). Then we can expect to see this value in "Best hit" stat of Council of Demons.
• If Maledict ability is not triggered, then "Best hit" stat of Council of Demons would equal to tower's attack damage.

Result:

Best hit is 1,112 - nowhere close to 5100. Therefore, Maledict ability was not triggered by Quillspray.

Another conclusion we can make is that SPELL_TARGETED events are not called for IMMEDIATE type autocasts. This is logical because IMMEDIATE autocasts do not have targets.
