Lock resolve_market_with_ties payout behavior for two-way and three-way ties, rounding dust, and single-winner paths using WinningStats/PayoutData.
Assert per-user payouts for unequal three-way ties, add 1-stroop near-tie regression, and verify single-winner ties payouts match manual resolve.
