@jeremydobber Cool! Banners are just the basic thing used absolutely everywhere. Regarding my module, it looks like this. You have a page with all blocks listed:
Then when you create a new hook, you define internal name, a hook where it should be displayed, the type (HTML or PHP), it's order and validity. It displays hooks in the database in the list, but you can also just type in a new one. After saving, the module will be automatically hooked on it, no need to worry about anything.
So you can do absoutely everything:

I also maintain a Home Content module inspired by the native It supports drag & drop to easily reorder items, with a back-office UI that stays close to the front-office rendering. Instead of a single HTML field, it provides structured generic fields:

The problem
One topic that is always there in PrestaShop is the general lack of content on the homepage. I think improving this would greatly boost the level of our theme. Let me show some examples.
Banners with highlights and current promotions
See the original design of hummingbird. On most shops, we have some kinds of banners with current promotions, we things added to the catalog, highlights of the current sortiments, free shipping banner etc. We had something like this on 1.6 and I think it would be good to keep it.
Category grid on homepage
One more way to ease up navigation, many shops have category listings on a homepage. Maybe we could reuse ps_categorytree here and just use a different template for displayHome hook.
The solution
I think some new native modules could be introduced for this.
Or, a general purpose "content anywhere, on any hook" module. I have a module like this for my clients.
