After PrivateStorageio/ZKAPAuthorizer#169 / https://github.com/PrivateStorageio/ZKAPAuthorizer/pull/255/files it will be possible for PrivateStorageDesktop to control the lease maintenance behavior of ZKAPAuthorizer instead of being subject to the built-in settings for certain configuration.
We should configure these things. We could configure quite aggressive values for the staging grid to force this code to run more often during testing, while the production configuration can use reasonable values.
