User cannot be deleted in one of Ellucian's Test instances [32101]

Issue & Reproduction Steps

When we try to delete a user that has requests, it shows us an unfriendly error.

Solution

• Use the correct model in the validation function.

How to Test

1. Go to the Users menu /admin/users.
2. Select a user who has requests.
3. Try to remove it
