feature to attach process optimization package into the modeler

Solution

• package will be register with two components (button and panel)
• because the validation bar was removed, panel component will be mounted in the ModelerApp main component

How to Test

• switch to feature/FOUR-8726 branch the projects processmaker, modeler and package-process-optimization
• build the assets
• install the package process optimization
• open the modeler
