Cross-platform Environment

As a developer I should be able to easily setup a working development environment.

• Despite using PowerShell, which is cross-platform, it's a pre-requisite package. Windows-devs have no issue but other OS environments won't have it.

• Is Python a better alternative for utility scripts?

• Should a small utility CLI app be created? (dotnet tool)
