chore: wire Custodian config with B1 privacy block#7

Initial Custodian config for this repo. Sets repo_key + src_root + tests_root and adds privacy.private_repo_names = [VideoFoundry, videofoundry] so Custodian B1 enforces the public/private boundary on every audit. B1 reports zero leaks today; the block guards against future references slipping in.
