The startup notice is now special-cased: while in the 30-second post-launch window it always streams in first, regardless of whether CRITICAL/WARNING conditions also apply. Once the window closes the regular severity-sorted cycle takes over. Operators see 'just started' first when the pane comes up, then the priority queue.
