Delay Setting for Map Local Rule

Original Ticket: ProxymanApp/Proxyman#2298

Acceptance Criteria

• Ping @NghiaTranUIT to get the new MapLocalEntry.swift for the Delay Setting
• Port it to Windows
• Implement new UI
• Implement delay logic for Map Local
• Make sure Windows can import old Map Local RUles and new Map Local Rules (export on macOS)
• Write some Unit Tests
