Expose inventory-scale gen-1→gen-2 native emit as make bootstrap-loop-full-spine-probe, wire opt-in CI via BOOTSTRAP_M4_FULL_SPINE_PROBE_GATE, improve full-spine emit failure diagnostics, and fix php-llvm Chooser patch format for PHP_COMPILER_LLVM_PATH discovery.
