Can't init Yggdrasil node

Running Yggdrasil-only configuration, but node can't setup tunels for 10 hours. I've tried to remove profile data (NetDB and other files, increase threshold, to rescan reseeds - nothing helps.

I see message like this:

Router: Couldn't publish our RouterInfo to 15 closest routers. Try again

Manual i2pseeds.su3 import from another node does not help, even it works in the Yggdrasil mode without any issues.
It looks like my router trying to select random ygg node which is dead, then trying to connect it again and again.

Should I decrase these options:

# inbound.length = 2
# inbound.quantity = 3
# outbound.length = 2
# outbound.quantity = 3

Or maybe I can connect to known peers directly to actualize netDB..

My fail: I'm using outgoing connections block and forgot to allow 123/udp (clock sync)
