feat: add module for parsing map content

Add a module for parsing map content. This is a fork of the code currently in Home Assistant. The intent here is to push this into the library, and provide a simpler API for users to consume.

The current parser API takes the same configuration parameters as home assistant. In the future we can add improvements such as:

• add CLI support for fetching map bytes (e.g. for saving for testing)
• add snapshot tests for parsing map content
• add CLI support for rendering the map image to a file
