Updates copilot-instructions.md to reflect the post-Obsidian Bastion architecture.
Changes:
Architecture: added discovery.py, exclusion.py; updated scanner.py (Two-Pass Reference Pipeline), shield.py (8-step normalization + lookback buffer), rules.py (AdaptiveRuleEngine)
Core Laws: added Law 3 — mandatory LayeredExclusionManager on all discovery entry points
Code Conventions: added discovery rule — no direct Path.rglob() or glob.glob()
Removed all stale rglob references
No source code changes. Documentation only.
