「6 source = Tier 1+2 で BiblioFetch.jl と feature parity」は MVP 目標として却下 を推奨。理由:

1. Tier 2 source は metadata 補完であって、agent user の primary use case (DOI → PDF) では Tier 1 で 80% カバー
2. parity 駆動で source を増やすのは、 user feedback 駆動より弱い動機
3. Tier 2 を入れた瞬間、 OpenAlex の "publisher PDF link を含む metadata" を辿るかどうかで posture grey zone が出てくる (Unpaywall は OA-only に絞り込み済みで、その判断負荷がない)

#16 と整合する操作的定義

「MVP の 3 source は: 公式 API、auth 不要 (or email レベル)、OA に絞り込み済み、bulk-friendly な rate limit を公開している」 — この 4 条件を satisfy する source のみが Tier 1 に入る。

これに照らすと:
