fix(deployment-logs): refresh header and remove queud loader scroll

Summary

Several fixes:

• Deployment logs header and stage statuses now refresh live instead of staying stuck until a manual page reload
• The queued-state loader no longer introduces an unnecessary vertical scroll in the deployment logs view
