This PR adjust the repo to build using jupyter-book.

sources have bee migrated from lecture-python-programming with 7823877 using sphinx-tomyst with executablebooks/sphinx-tomyst@1f04d93
setup _toc.yml and _config.yml
removed index_* pages
removed 404, search, and status pages as either not required or unsupported
added intro page with much of the content from front page and about_lectures
updated build, preview, and publish github actions
enables section numbering using sphinx-multitoc-numbering
