fix: keep tech communication profile research-only

• keep tech_communication_pullback_enhancement research-only in runtime/config surfaces
• remove it from the current market-regime-control plugin consumption/support list
• update tests/docs so current configurable profiles do not expose the research-only Tech/Communication profile
