The release workflow's `dtolnay/rust-toolchain@1.86.0` step omitted the
`components:` input, so the sanity gate failed immediately with
"'cargo-fmt' is not installed" and skipped the publish steps. Mirror ci.yml
and request `rustfmt, clippy`.
