Closes #10.

Adds docs/ROADMAP.md as the canonical phase plan and links to it from the top of README.md.

What lands

• docs/ROADMAP.md — current status, project goal, 10 phases (0 → 6) with per-phase scope, deliverables, status (✅ done / ⏳ planned), and linked issues for shipped phases (Phase 0: Foundation — workspace, CI, release pipeline, schemas, governance #2, Phase 1A: Rules pack — definition format, build script, first tier-1 rules #4, Hotfix: switch release-plz to manual trigger only #5, Phase 1B: Tier-1 analyzer, parallel orchestrator, CLI check, JSON/SARIF/TTY renderers #8). The "How to read this document" section codifies the convention: every phase-completing PR must update this file in the same PR.
• README.md — single status banner near the top, linking to docs/ROADMAP.md.
• reuse lint 100% (106/106). Documentation-only PR; no Rust code touched, no schema drift.

Out of scope

• Pinning a tracker issue — happens after this PR merges, via gh api graphql ... pinIssue. Tracked as task #31.
• GitHub Project board — explicit no per the issue body; overhead vs payoff is wrong for a solo maintainer.
• Per-phase milestones — same reasoning; deferred unless multi-maintainer.
