Restore Rust 1.89 MSRV across workspace

• document the 0.24.7 release that lowers the MSRV back to Rust 1.89 and refresh the README badges/snippets plus workspace manifests
• align the derive and template crates with 0.9.1/0.3.7 versions and 1.89 metadata, updating generated docs and the README sync test
