tracking: FINOS adoption checklist

Tracking issue for everything needed before proposing git-proxy-java as a FINOS project.

Checklist

• Resolve Claude co-authorship / CLA compatibility (determine if history rewrite is required or policy change suffices)
• Review FINOS contribution compliance requirements
• Complete FINOS project proposal / intake form
• Confirm license compatibility (Apache 2.0 ✓, check all deps)
• DCO sign-off policy for new commits
• FINOS governance model selection (incubating vs. active)
• README / docs meet FINOS project standards
• Security policy (SECURITY.md) reviewed by FINOS
• Set up FINOS mailing list / communication channels
