Adds Renderer::draw_rect_2d and Renderer::draw_rect_3d.
Fixes colors to use RGBA order like the new flatbuffer schema spec.
Fixes Scripts not using agent id to find themselves in the MatchSettings.

Waiting for deployment of RLBot/flatbuffers-python#1

Please also update pyproject.toml to require rlbot_flatbuffers v0.11.0
