Phase 13 lands: 19-language code intelligence; the Trust Ledger + trace explorer (earned strength-routing + causal "why did it do that"); live multi-backend competition; the model classifier (not a string heuristic) sizing work; and `-backend auto` picking the strongest AVAILABLE backend by verifier-judged evidence. All additive, default-off byte-identical, 7 invariants intact, stdlib core. Moves the four P13 [Unreleased] entries into a dated [1.1.0] section; the forward gated-EXT roadmap note stays under a fresh [Unreleased]. Released sections untouched (append-only).
