Bias support for DeviceBatchedGemmSoftmaxGemmPermute_Xdl_CShuffle

DeviceBatchedGemmSoftmaxGemmPermute_Xdl_CShuffle currently do not support bias addition. Bias is needed for attention mask when apply this Operator for BERT with attention mask.
