For GFS 6 hourly data, lbc runs at 00,06,12,18z.
Take 00z as an example, it uses 18z GFS forecasts. As 00z lbc will serve lbcs for 00-06z, so if FCST_LENGTH_HRS = 12, LBC_OFFSET_HRS =6, LBC_LENGTH_HRS = FCST_LENGTH_HRS + 6 = 18 and it corresponds to f006~f024 GFS fcsts.
