add rt_memory_info() for memheap.c

@BernardXiong 在潘多拉上测试没有问题，但是有一点，目前所有的rt_memory_info函数都没有套RTM_EXPORT，不知道是否需要套RTM_EXPORT

不需要套。后续RTM_EXPORT应该是弱化的。这个会和一些不同的宏，例如MEMHEAP_AS_HEAP等的有冲突吗？
