非打包环境使用全局 openclaw 时，ensure_openclaw_config() 被跳过导致 ~/.openclaw/openclaw.json 不存在，Gateway 报 "Missing config" 退出。 将 ensure_openclaw_config() 移至条件外，确保配置文件始终被创建。 Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
