Laren/setup ci build

• installed jest and configure
• installed eslint and configured
• updated scripts in package.json
• created one test for spinner.ts to make sure testing works
• ran linter and edited all lint issues
• created ci pipeline yml file for this repo
• tested that pipeline works - it does!!
• adjusted repo settings to not allow merging to main until status checks have passed and branch is up to date with main
