Belarusian (BE) translations have been revised and corrected

Hey, I've took a look at Belarusian locale (which, to my surprise, existed in the first place!), and found some things to polish. I've built the result for my Pinecil V2 and tested quite extensively, so it should be alright. Also, I've updated the name of the language itself across the codebase, please let me know if I overlooked and/or broke something!
