v2.24-rc1

Pre release of v2.24.
As its been so long since v2.23 I'm marking this as pre-release for at least a week to see if issues are raised.

v2.24

High level changes

1. Pinecilv1 has tip type selection
2. USB-PD fixes, noteworthy for apple laptops + EPR
3. Default USB-PD mode changed to be safe profile
4. Auto reboot on toggling BLE on Pinecilv2 to make it active
5. PID improvements
6. Fixes for cold temperatures causing underflow
7. Big improvements on large screens
8. Language updates
9. Read-only mode for BLE

New devices

Version 2.24 welcomes a bunch of new devices being added. Some of these are fairly new and improvements are welcome.
