Add a "category:codelab" label to the blockly repository after codelabs are moved from blockly-samples to blockly. #9526

Problem

Codelabs are currently stored in the blockly-samples repository. With our move to Docusaurus, they are being moved to the blockly repository. We need a label there to flag issues against them.

Request

Add a "category: codelab" label to the blockly repository. Keep the "category: codelab" label in the blockly-samples repository for historical searches.
