Make `Gesture` class customizable

Problem

Gestures class now exists as a core part of Blockly, which make it diffcult to modify its behavior.

As #9538 leads scratchfoundation/scratch-blocks#3450, may we can provide some ways to customize Gestures class's behavior?

make Blockly.Gestures can be overridden externally for customize purposes.

Gesture is really complicated and we don't have any plans to make it customizable. If you have a specific use case in mind you can open an issue for that specific use case. In the bug you linked I believe Aaron and Chris have discussed alternatives.
