[v13.0.0-beta.2] Consider omitted "begin stack" for blocks inserted from the flyout

Description

When inserting blocks from the flyout, the initial output has the "begin stack" prefix. I think this should be omitted for inserting blocks from the flyout, as it is for putting blocks into move mode that are already on the workspace.
