fix: type handoff compaction parsing

Summary

• add a private _ParsedHandoff TypedDict to handoff compaction and cover it with direct parser tests
• record Phractal evaluation docs: use --merge and --admin for all PR merges #4 and block/decompose the new CI feedback epic into buildable tasks
• update changelog, tracker, healer log, learnings, and handoff state for the session
