Split out PATH Setup and Clean Up Sourcing

Description

Split out PATH variable setup so it's in a separate file. Then update rc and profile to source it. Then ensure that profile doesn't source rc and vs-versa.

High Level Solution Description

In addition to PATH setup being broken out into a separate file and rc and pofile sourcing getting cleaned up, the following should also be done:

• Concise comments should be added to all three files that explain what's going on.
• All relevant README.md files should also be updated accordingly.
