This is a re-post of #55, since I apparently can't change the destination branch of a pull request once I've created it.

This file lets players use either the KSP-AVC utility by @tyrope or the KSP-AVC plugin by @CYBUTEK to check for new releases of RemoteTech. This file will have to be updated with the version number of the latest release (WARNING: do not change the version number on `master` until the release is ready).

Closes Cilph/RemoteTech2#237. See also #33 and Cilph/RemoteTech2/#217.

This looks good to me, the only problem is going to be ensuring our version number stays in sync with the number in this file. As this is moving into develop (so the file itself still won't be live), I'll go ahead and merge it.

@Pezmc I've added this issue to warrenseymour's release process. As I said on #55, everything's fine as long as you keep the version number at the old value (which it currently is, just for consistency) until the moment of the release.
